Cheaters punishment

I'm wondering, why u ban cheaters for 24h when they cheat first time and only in 2nd acc del? Thats not logistic!
Imagine - one player is cheating (for ex. autokill). He lvls up to ~200lvl in very short time, gets detected and banned for 24hours (wooooww, look thats a punishment!!!). So in next day he continues with his old hacked 200lvl character without cheating, like nothing has happened??
OPEN UR EYES! CHEATERS HAVE TO BE PUNISHED HARD IN THE FIRST TIME THEY GET DETECTED - ACC DEL, IP BAN, NO EXCEPTIONS!!! c'mon think about that
